Texas DA slain in his home; had armed himself

KAUFMAN, Texas (AP) ? Kaufman County District Attorney Mike McLelland took no chances after one of his assistant prosecutors was gunned down two months ago. McLelland said he carried a gun everywhere he went and took extra care when answering the door at his home.

"I'm ahead of everybody else because, basically, I'm a soldier," the 23-year Army veteran said in an interview less than two weeks ago.

On Saturday, he and his wife were found shot to death in their rural home just outside the town of Forney, about 20 miles from Dallas.

While investigators gave no motive for the killings, Forney Mayor Darren Rozell said: "It appears this was not a random act."

"Everybody's a little on edge and a little shocked," he said.

The slayings came less than two weeks after Colorado's prison chief was shot to death at his front door, apparently by a white supremacist ex-convict, and two months after Kaufman County Assistant District Attorney Mark Hasse was killed in a parking lot a block from his courthouse office. No arrests have been made in Hasse's slaying Jan. 31.

McLelland, 63, is the 13th prosecutor killed in the U.S. since the National Association of District Attorneys began keeping count in the 1960s.

Sheriff David Byrnes said Sunday that there was nothing to indicate for sure whether McLelland's slaying was connected to Hasse's. He declined to discuss it further. The sheriff also said he had no indication that white supremacist groups were involved in the killing of the DA.

Colorado's corrections director, Tom Clements, was killed March 19 when he answered the doorbell at his home outside Colorado Springs. Evan Spencer Ebel, a former Colorado inmate and white supremacist who authorities suspect shot Clements, died in a shootout with Texas deputies two days later about 100 miles from Kaufman.

El Paso County, Colo., sheriff's spokesman Sgt. Joe Roybal said Sunday that investigators had found no evidence so far connecting the Texas killings to the Colorado case, but added: "We're examining all possibilities."

McLelland, in an Associated Press interview shortly after the Colorado slaying, raised the possibility that Hasse was gunned down by a white supremacist gang.

McLelland, elected DA in 2010, said that Hasse hadn't prosecuted any cases against white supremacists but that his office had handled several, and those gangs had a strong presence around Kaufman County, a mostly rural area dotted with subdivisions, with a population of about 104,000.

"We put some real dents in the Aryan Brotherhood around here in the past year," McLelland said.

McLelland said he carried a gun everywhere he went, even to walk his dog around town, a bedroom community for the Dallas area. He figured assassins were more likely to try to attack him outside. He said he had warned all his employees to be constantly on the alert.

"The people in my line of work are going to have to get better at it," he said of dealing with the danger, "because they're going to need it more in the future."

The number of attacks on prosecutors, judges and senior law enforcement officers in the U.S. has spiked in the past three years, according to Glenn McGovern, an investigator with the Santa Clara County, Calif., District Attorney's Office who tracks such cases.

For about a month after Hasse's slaying, sheriff's deputies were parked in the district attorney's driveway, said Sam Rosander, a McLelland neighbor.

The FBI and the Texas Rangers joined the investigation into the McLellands' deaths.

McLelland and his wife, Cynthia, 65, were the parents of two daughters and three sons. One son is a police officer in Dallas. The couple had moved into the home a few years ago, Rozell said.

"Real friendly, became part of our community quickly," Rozell said. "They were a really pleasant, happy couple."

Decimation of critically endangered forest elephant detailed

Mar. 28, 2013 ? African forest elephants are being poached out of existence. A study just published in the online journal PLOS ONE and supported in part by San Diego Zoo Global shows that a staggering 62% of all forest elephants have been killed across their range in central Africa, for their ivory over the past decade. The severe decline indicates what researchers fear is the eminent extinction of this species.

"Saving the species requires a coordinated global effort in the countries where elephants occur, all along the ivory smuggling routes and at the final destination in the Far East. We don't have much time," say Wildlife Conservation Society conservationists Fiona Maisels, PhD, and Samantha Strindberg, PhD, the lead authors.

The study -- the largest ever conducted on the African forest elephant -- includes the work of more than 60 scientists between 2002 and 2011, and an immense effort by national conservation staff who spent a combined 91,600 days surveying elephants in 5 countries (Cameroon, Central African Republic, the Democratic Republic of Congo, Gabon and the Republic of Congo), walking over 13,000 kilometers (more than 8,000 miles) and recording over 11,000 elephant dung piles for the analysis.

The paper also shows that almost a third of the land where African forest elephants were able to live 10 years ago has become too dangerous for them. Results show clearly that forest elephants were increasingly uncommon in places with high human density, high infrastructure density such as roads, high hunting intensity, and poor governance as indicated by levels of corruption and absence of law enforcement.

Bethan Morgan, PhD, head of San Diego Zoo Global's Central Africa Program, stressed the importance of this study. "This is the largest collaborative study of its kind across the whole of Central Africa and really highlights the plight of this ecologically important species. Forest elephants are integral to a functioning forest in Africa, opening up the forest floor and acting as a vital part of the life cycle of many plant species through their role as seed dispersers. We have increasing evidence of a decline in certain tree species as a result of the local extinction of forest elephants."

Distinct from the African savanna elephant, the African forest elephant is slightly smaller than its better-known relative and is considered by many to be a separate species.

Research carried out by the CITES-MIKE program has shown that the increase in poaching levels across Africa since 2006 is strongly correlated with trends in consumer demand in the Far East and that poaching levels are also strongly linked with governance at the national level and poverty at the local level. This has resulted in escalating elephant massacres in areas previously thought to be safe.

LA police ID suspect in girl's abduction case

(AP) ? Police on Saturday released the name of a man suspected in the abduction of a 10-year-old girl who was snatched from her San Fernando Valley home before dawn last week and abandoned hours later in front of a hospital.

Tobias Dustin Summers, a 30-year-old man who was recently released from prison, was identified as a "child-kidnapping suspect," Los Angeles police said. Summers has a lengthy criminal record, having been arrested in the past for robbery, grand theft auto and kidnapping, according to authorities.

Dozens of detectives worked around the clock looking for clues since the girl was abducted from her home on Wednesday. She was found hours later, wandering near a Starbucks several miles from her home.

The girl was barefoot, scratched and not wearing the same clothes she had on when she vanished. She told the police two men she didn't recognize had taken her from her home.

Investigators have said they believe the girl was driven around the San Fernando Valley in a couple of cars and taken to at least two locations, including a storage facility, before she was released.

A passer-by who recognized her picture from media reports saw her outside the Starbucks and called police. The girl had wandered there from the hospital where she had been dropped.

(AP) ? Japan's economy has stopped weakening and should show signs of recovery by midyear, the newly appointed central bank governor said Thursday, as weaker-than-expected retail sales for February underscored the challenge he faces in restoring consumer confidence.

"The bank currently assesses that the economy has stopped weakening," Bank of Japan Gov. Haruhiko Kuroda told lawmakers in presenting the bank's semiannual report. But he said there was still "a high degree of uncertainty" about the world's third-largest economy because of the crisis in Europe, the tenuous state of the U.S. recovery and often testy relations with China.

Kuroda has pledged to work with Prime Minister Shinzo Abe's government in achieving a 2 percent inflation target, preferably within two years, and ending years of growth-inhibiting deflation. However, the success of that program will hinge on ensuring that domestic demand is strong enough to spur investment and hiring by companies that are sitting on huge cash reserves.

It also requires moves by the government to cap the country's fast rising public debt ? the largest among advanced industrial nations ? and reassure markets that Japan finances will remain sound, Kuroda stressed.

"To avoid an increase in interest rates on the back of declining confidence in fiscal management, it is also important to take measures aimed at achieving fiscal consolidation in the medium to long term," he said. "We expect the government to take appropriate actions."

Exports, battered by feeble demand in the key U.S. and European markets and by anti-Japanese protests in China, appear to have stopped declining, Kuroda said, while private consumption has remained resilient.

"With regard to the outlook, the pick-up in Japan's economy is expected to become more evident around mid-2013," he said.

However, data from the Ministry of Economy, Trade and Industry, released Thursday, showed retail sales falling 2.3 percent from a year earlier in February, worse than the 1.2 percent drop forecast by most analysts. Sales rose 1.6 percent from the month before.

By boosting inflation, Japan's planners hope to persuade consumers to spend more now in anticipation of price increases in the future. That could prove a daunting challenge given a drop in real wages over the past two decades and a weak job market, said Susumu Takahashi, head of the Japan Research Institute and a member of a government economic advisory council.

The only way to achieve the inflation target within two years, he said, was to change expectations.

"The only way is for the deflationary way of thinking to change. Without that it will be very hard," he said.

After taking power late last year, Abe's administration embarked on an aggressive stimulus program of government spending, monetary easing and planned reforms aimed at improving Japan's competitiveness. Revised figures show Japan's economy likely emerged from a recession late last year, but other data has been mixed.

Kuroda said prices are unlikely to rise for the next few months but after that Japan would see some progress toward its inflation target as the economy moved toward a "moderate recovery path."

The central bank asset purchases and other strategies adopted so far have not been sufficient to reach the inflation target, he said, reiterating his intention to manage market expectations and "make clear that we have adopted the uncompromising stance that we will do whatever is necessary to overcome deflation."

Kuroda was appointed to succeed former BOJ governor Masaaki Shirakawa when he stepped down on March 19, three weeks before his term expired. The parliament is expected to approve his appointment to the five-year term, which is due to begin April 8.

The central bank is due to hold its first regular policy meeting under Kuroda April 3-4, when it may further boost its purchases of government bonds to help increase the amount of money available in the economy and encourage more investment by the private sector.

Medical Marijuana Dispensaries, Coming To A Town Near You ...

massachusetts medical marijuanaAttorney General Strikes Down Wakefield Ban On Medical Marijuana Dispensaries

As I predicted months ago, Massachusetts towns cannot enact zoning by-laws prohibiting medical marijuana dispensaries from opening in town, as the Attorney General has just ruled in an advisory opinion involving the Town of Wakefield. In the same ruling, the Attorney General advised that towns do have the authority through its zoning powers to regulate the location, operating hours, and other zoning related aspects of these dispensaries. In a separate ruling involving the Town of Burlington, the AG ruled that towns may enact a temporary moratorium (through June 2014) on the opening of marijuana dispensaries.

The AG?s medical marijuana ruling for Wakefield can be read here. The AG?s medical marijuana ruling for Burlington can be read here.

Now it will be up to towns and cities to regulate where medical marijuana centers will be located within their borders ? for example, near a hospital, in an industrial area or away from schools or residential areas.

This is the first legal ruling involving medical marijuana in the Commonwealth, and certainly won?t be the last. This hot-button issue will most definitely find its way to the courts, and I?ll be keeping you updated with any new developments.

Breakthrough research shows chemical reaction in real time

Mar. 14, 2013 ? The ultrafast, ultrabright X-ray pulses of the Linac Coherent Light Source (LCLS) have enabled unprecedented views of a catalyst in action, an important step in the effort to develop cleaner and more efficient energy sources.

Scientists at the U.S. Department of Energy's (DOE) SLAC National Accelerator Laboratory used LCLS, together with computerized simulations, to reveal surprising details of a short-lived early state in a chemical reaction occurring at the surface of a catalyst sample. The study offers important clues about how catalysts work and launches a new era in probing surface chemistry as it happens.

"To study a reaction like this in real time is a chemist's dream," said Anders Nilsson, deputy director for the Stanford and SLAC SUNCAT Center for Interface Science and Catalysis and a leading author in the research, published Mar. 15 in Science. "We are really jumping into the unknown."

Catalysts, which can speed up chemical reactions and make them more efficient and effective, are essential to most industrial processes and to the production of many chemicals. Catalytic converters in cars for example, reduce emissions by converting exhaust to less toxic compounds. Understanding how catalysts work, at ultrafast time scales and with molecular precision, is essential to producing new, lower-cost synthetic fuels and alternative energy sources that reduce pollution, Nilsson said.

In the LCLS experiment, researchers looked at a simple reaction in a crystal composed of ruthenium, a catalyst that has been extensively studied, in reaction with carbon monoxide gas. The scientists zapped the crystal's surface with a conventional laser, which caused carbon monoxide molecules to begin to break away. They then probed this state of the reaction using X-ray laser pulses, and observed that the molecules were temporarily trapped in a near-gas state and still interacting with the catalyst.

"We never expected to see this state," Nilsson said. "It was a surprise."

Not only was the experiment the first to confirm the details of this early stage of the reaction, it also found an unexpectedly high share of molecules trapped in this state for far longer than what was anticipated, raising new questions about the atomic-scale interplay of chemicals that will be explored in future research.

Some of the early stages of a chemical reaction are so rapid that they could not be observed until the creation of free-electron lasers such as LCLS, said Jens N?rskov, director for SUNCAT. Future experiments at LCLS will examine more complex reactions and materials, Nilsson said. "There is potential to probe a number of catalytic-relevant processes -- you can imagine there are tons of things we could do from here."

Important preliminary research was conducted at SLAC's Stanford Synchrotron Radiation Lightsource (SSRL), and this direct coupling of research at SLAC's synchrotron and X-ray laser proved essential, said Hirohito Ogasawara, a staff scientist at SSRL.

Brazil's top court to rule on effort to spread oil wealth

Most of Brazil's oil revenues benefit Rio,?S?o Paulo, and Espirito Santo states. But now the Supreme Court will determine if a Congressional vote to spread oil royalties into other states will stand.

Most of Brazil's oil output benefits the states of Rio de Janeiro, Espirito Santo, and S?o Paulo. Brazil's Congress voted to spread an increased amount of oil royalties across all the other states, raising the amount from 7 percent to 21 percent, cutting royalties to the three states and the federal government in the process. Presidenet Dilma Rousseff issued a partial veto so that the law would only affect new production, but the Congress overturned her veto last week. The law will now go to the Supreme Court to determine if it is constitutional.

As I?wrote?last year, this is a different take on the local vs. national debate that is seen throughout the region. Should oil and mineral wealth go to the local communities, the federal governments, or be spread around to the entire country's population?

It's different due to the scale and importance of the regions involved. The three states mentioned above, Rio, Espirito Santo, and S?o Paulo, have a combined population of 60 million people.

The Rio state government has?suspended?all payments other than salaries in protest of the dispute. The government is making a threat, with a bit of hyperbole, that the loss of funds threatens the city's ability to complete the construction it needs to host the World Cup and Olympic games.

Stroke prevention device misses key goal in study

(AP) ? The future is unclear for a promising heart device aimed at preventing strokes in people at high risk of them because of an irregular heartbeat.

Early results from a key study of Boston Scientific Corp.'s Watchman device suggested it is safer than previous testing found, but may not be better than a drug that is used now for preventing strokes, heart-related deaths and blood clots in people with atrial fibrillation over the long term.

More than 2.7 million Americans and 15 million people worldwide have atrial fibrillation. The upper chambers of the heart quiver instead of beating properly. That lets blood pool in a small pouch. Clots can form and travel to the brain, causing a stroke.

The usual treatment is blood thinners such as warfarin, sold as Coumadin and other brands. But they have problems of their own and some are very expensive. The Watchman is intended to be a permanent solution that would not require people to take medications for the rest of their lives. It's a tiny expandable umbrella that plugs the pouch, and is inserted without surgery, through a tube pushed into a vein.

A study four years ago suggested the device was at least as good at preventing strokes as warfarin is, but the procedure to implant it led to strokes in some patients. Advisers to the Food and Drug Administration narrowly recommended approving the Watchman but the federal agency required a second test of its safety and effectiveness.

The new study was to be the top presentation Saturday at an American College of Cardiology conference in San Francisco. But the group took the unprecedented step of pulling it from the program just before it was to go on because Boston Scientific released results early to investors.

The study was led by Dr. David Holmes Jr. of the Mayo Clinic in Rochester, Minn. He and the clinic have a financial stake in the device.

The study involved 407 patients ? 269 assigned to get the device and 138 to get warfarin. It had three main goals, and it clearly met the first on safety ? strokes, heart-related deaths, blood clots and serious complications a week after implant or release from the hospital.

"The early concerns about safety of the device ... have been alleviated," Holmes said.

The other two goals were estimated based on just 88 patients who have been tracked for 18 months after treatment. Strokes and blood clots occurred no more often with the device in those patients. However, the results suggest the device will not prove better than warfarin at 18 months on a wider measure ? a combination of strokes, heart-related deaths or clots.

Whether that will be enough to win FDA approval remains to be seen. Dr. Gordon Tomaselli, a Johns Hopkins University heart specialist and former president of the American Heart Association, said he was reassured that the device seems safer, and said it might be approved just for people who cannot tolerate blood thinners long term.

"It's a mixed result," he said. "There still are complications" but fewer of them in the new study.

Dr. Hadley Wilson, cardiology chief at Carolinas HealthCare System in Charlotte, enrolled patients in the new study and predicts the FDA will require even more testing.

"It would be difficult for approvability without further study," he said.

Sistine chimney installed as conclave nears

VATICAN CITY (AP) ? Firefighters on Saturday installed the top of the Sistine Chapel chimney that will signal to the world that a new pope has been elected, as the Vatican took measures to definitively end Benedict XVI's pontificate.

While construction workers prepared the interior of the frescoed Sistine Chapel for Tuesday's start of the conclave, officials elsewhere in the Apostolic Palace destroyed Benedict's fisherman's ring and the personal seals and stamps for official papers.

The act, coupled with Benedict's public resignation and pledge of obedience to the future pope, is designed to signal a definitive end of his papacy so there is no doubt in the church that a new pope is in charge.

The developments all point toward the momentous decision soon to confront the Catholic Church: Tuesday's start of the conclave to elect a new pope to lead the world's 1.2 billion Catholics and try to solve the numerous problems facing the church.

The Vatican outlined the timeline for the balloting and confirmed that the bells of St. Peter's Basilica will ring once a pope has been elected. But Vatican officials also acknowledged that there is some uncertainty about the whole endeavor, given the difficulties in discerning the color of smoke that will snake out of the Sistine chimney ? black if no pope has been elected, white if a victor has emerged.

Vatican spokesman, the Rev. Federico Lombardi, laughed off concerns, saying that some "suspense" was all part of the beauty of the process.

"We're not going to send out text messages or SMS messages, you'll have to come and see," another Vatican spokesman, the Rev. Thomas Rosica, said.

For the sixth day, cardinals met behind closed doors to discuss the problems of the church and once again they discussed the work of the Holy See's offices "and how to improve it," according to Lombardi.

The Holy See's internal governance has been the major constant in these days of discussion, an indication that the revelations of corruption, political infighting and turf battles exposed by the leaks of papal documents last year are casting a very big shadow over this conclave.

While the cardinals ponder their choices, preparations for the vote continue.

On Saturday, a handful of firefighters climbed onto the Sistine Chapel's roof and installed the top of the chimney. Inside Michelangelo's frescoed masterpiece, construction workers staple-gunned the felt carpeting to the false floor that has been erected over the chapel's stone floor.

The false floor both evens out the steps of the chapel and hides the jamming equipment that has been installed to prevent any cellphone or eavesdropping devices from working. And in fact, on Saturday, cell phones had no reception in the chapel.

For such an important decision, the Sistine chimney is an awfully simple affair: a century-old cast iron stove where the voting ballot papers are burned, with a copper pipe out the top that snakes up the Sistine's frescoed walls, out the window and onto the chapel roof.

After years of confusion about whether the smoke was black or white, the Vatican in 2005 installed an auxiliary stove where fumigating cases are lit. The smoke from those cases ? black or white ? joins the burned ballot smoke out the chimney.

FHA Appraisal mess, do we try Conventional? - Zillow Real Estate ...

The problem is appraisers give an opinion of value and if you higher 3 different appraisers you can get 3 different answers. ?I would recommend waiting to see if the appeal comes back higher. ?If not, certainly, consider getting a conventional loan. ?It maybe a better deal for you anyhow with no upfront mortgage insurance and hopefully no or smaller amounts of monthly mortgage insurance. ?Good luck. ?

Politicians look for credit in a rising economy

WASHINGTON (AP) ? Increased hiring, lower unemployment, stock market on the rise. Who gets the credit?

It's a hotly debated point in Washington, where political scorekeeping amounts to who gets blame and who gets praise.

Following Friday's strong jobs report ? 236,000 new jobs and unemployment dropping to a four-year low of 7.7 percent ? partisans hurriedly staked out turf.

"Woot woot!" tweeted former White House economic adviser Austan Goolsbee. "With 12 million still unemployed?" countered Senate Republican leader Mitch McConnell's spokesman, Don Stewart.

Presidents usually get the rap for economic downturns and reap benefits when things improve. But the main factors affecting the current recovery and the record activity in the stock market may have less to do with high-profile fiscal policy fights in Washington than they do in the decisions of the Federal Reserve Bank, which has pumped trillions of dollars into the economy, kept interests rates at near zero and pushed investors away from low-yield bonds to stocks.

"From a policy standpoint, this is being driven primarily by the Fed," said Mark Vitner, an economist at Wells Fargo.

Yet to some, Washington deserves little recognition.

"Economies recover," said Douglas Holtz-Eakin, a former director of the nonpartisan Congressional Budget Office and now head of the American Action Forum, a conservative public policy institute. He acknowledged the Fed's monetary policies halted the initial free fall by the financial industry, but he said the economy has had to catch up to the Fed's low interest rates.

"It took a long time for the housing market for them to matter and for the auto market for them to matter," Holtz-Eakin said. "So I don't think that's a policy victory."

If Democrats are eager to give President Barack Obama acclaim for spurring the recovery with an infusion of spending in 2009, there are just as many Republicans who will claim his health care law and his regulatory regimes slowed it.

If there is common ground among economists, it is that the next step in fiscal policy should be focused on reining in long-term spending on entitlements programs, particularly Medicare, instead of continuing debates over short-term spending. But such a grand bargain has been elusive, caught in a fight over Obama's desire for more tax revenue and Republican opposition to more tax increases.

Obama and some Republicans are trying to move the process with phone calls and a dinner here and a luncheon there. Next week, the president plans to address Democrats and Republicans in the House and Senate in separate meetings to see, as he put it Saturday in his weekly radio and Internet address, "if we can untangle some of the gridlock."

Who gets credit does have political consequences. A strong economy would create more space for Obama to pursue other aspects of his second-term agenda. But it's an important question for the long term, too, because if the recovery is indeed accelerating it could validate the policies that the Obama administration and the Fed put in place.

Hiring has been boosted by high corporate profits and by strength in the housing, auto, manufacturing and construction sectors. Corporate profits are up. Still, it might be too soon to declare victory. While the recovery may be getting traction, the U.S. economy is not yet strong.

Economic growth is forecast to be a modest 2 percent this year. Unemployment, even as it drops, remains high nearly four years after the end of the Great Recession, with roughly 12 million people out of work.

Last year's early months also showed strong job gains only to see them fade by June.

March could prove to be a more telling indicator as the economy responds to a third month of higher Social Security taxes and as across-the-board spending cuts that kicked in March 1 begin to work their way through government programs. Economists say anticipation of the cuts already caused a downturn in the fourth quarter of last year as the defense industry slowed spending. The Congressional Budget Office and some private forecasters say the coming cuts could reduce economic growth by about half a percentage point and cost about 700,000 jobs by the end of 2014.

"My view is that aggressive monetary and fiscal policy response to the recovery has been a net positive," said Mark Zandi, chief economist at Moody's Analytics.

But referring to the automatic cuts, he said, "Fiscal policies have turned from a very powerful tailwind to a pretty significant head wind." And, he added, "the economy is going to be tested again in the next few months."

Obama has been distancing himself from the potential consequences of the automatic cuts, even though he signed the legislation that put them in place. Initially, they were designed to be so onerous that it would force all sides to work out a long-term deficit-reduction and debt-stabilization package. But that agreement never materialized.

If the recovery has been slow, White House officials argue, it is because Republicans have been unwilling to yield to Obama's demands for deficit reduction that combines tax increases and cuts in spending.

Obama himself seemed to touch on that viewpoint in his weekly address.

"At a time when our businesses are gaining a little more traction, the last thing we should do is allow Washington politics to get in the way," he said while heralding good economic news. "You deserve better than the same political gridlock and refusal to compromise that has too often passed for serious debate over the last few years."

Vitner, the Wells Fargo economist, argues that if anyone deserves credit for the recovery, it is the American public and American businesses "for being able to tune out all the noise that's coming from Washington."

"It's remarkable," he said, "that in the face of so much political uncertainty we've been able to see the growth that we have."

College tuition hits record high in Virginia

RICHMOND, VA (WWBT)- It's never been as expensive to go to college as it is right now. According to a new study, less state and federal money,?plus rising tuition costs, put college at a record high.

Virginia colleges are among the most expensive in the country. Public colleges here cost as much as some private universities. But Governor McDonnell has a plan and money in place to change that over the next year.

VCU senior Travis Wood will soon have his four year degree - and tens of thousands of dollars in debt.

Wood has seen his tuition bill go up by about nine percent each year. That's an extra $2,000. He has a student loan and works, but now, he says, that doesn't cut it.

"I?had to get my parents to take out a parent loan, which they can't afford," said Wood.

A?new study shows college students in Virginia pay more than most students outside the Commonwealth. That's because state funding decreased while tuition increased from 2007 to 2012.

Wood saw the effects. Between text books and tuition, money is always on his mind.

"I?thought about taking a year off, just to work, but at the same time, I've made it this far," said Wood.

The study also shows Virginia has turned a corner. This past fall, state funding for higher education increased for the first time in five years.

"That was because of those historic reinvestments in our higher education institutions," said Virginia Secretary of Education Laura Fornash.

Governor Bob McDonnell announced in April, he would reappropriate $350 million?into higher ed. He also put pressure on state colleges like UVA, Virginia Tech and?VCU to lower their tuition rates.

While tuition is still increasing, it's increasing by a lesser amount.

For Wood, that's welcome news, but that doesn't mean he's going to quit that second job anytime soon.

Secretary Fornash says, while tuition continues to increase, so will state funding. The goal: to make college affordable and accessible to everyone in the Commonwealth.

Siberian fossil revealed to be one of the oldest known domestic dogs

Thursday, March 7, 2013

Analysis of DNA extracted from a fossil tooth recovered in southern Siberia confirms that the tooth belonged to one of the oldest known ancestors of the modern dog, and is described in research published March 6 in the open access journal PLOS ONE by Anna Druzhkova from the Institute of Molecular and Cellular Biology, Russian Federation, and colleagues from other institutions.

Human domestication of dogs predates the beginning of agriculture about 10,000 years ago, but when modern dogs emerged as a species distinct from wolves is still unclear. Although some previous studies have suggested that this separation of domestic dogs and wolves occurred over 100,000 years ago, the oldest known fossils of modern dogs are only about 36,000 years old.

The new research published today evaluates the relationship of a 33,000 year old Siberian fossil to modern dogs and wolves based on DNA sequence. The researchers found that this fossil, named the 'Altai dog' after the mountains where it was recovered, is more closely related to modern dogs and prehistoric canids found on the American continents than it is to wolves.

They add, ""These results suggest a more ancient history of the dog outside the Middle East or East Asia, previously thought to be the centers where dogs originated."
